Their responsibility is to represent FIBA Europe in every game, however they have different functions:

1.To control the table officials.

2.To observe the referees work.

3.To supervise the game in general.

With regard to the second point, the referee´s report will be very
simple because during the game it is very difficult to analyse
specific aspects about the referees work.

We would like to receive the Commissioners opinion to get general information. They must participate before and after the game and all observations made should be with the aim of improving officiating.

We need information about referees and table officials but in their comments it is essential to describe the positive situations as well as the negative ones. It is not neccesary to constantly look for mistakes to simply fill in a report. It must be constructive.

We must differentiate between the commissioner´s report and the observer´s report.

The observer´s report is more specific. During the game their only functions is to observe the referees and this report is more detailed. Equally, the observer and commissioner should send the video report.

In this report they should include plays of the games that are significant to be analyzed depending on different periods of the games (criteria, control of the game, communication, mechanic and others.).

It is fundamental to use the post-game as a means of
communication between the whole officiating team. During the post-game it is important to put the situations in their context, the atmosphere of the game and the critical moments.We will talk about what has happened in the game with a positive feed-back.

Finally, our observations or remarks must be to achieve continuous improvement. It must be educational.
